There is nothing of substance about concerns around the service being run from Richmond Court.”A consultation usually happens before a decision is made, not after, so from the start it’s been flawed.”Ms Stevenson said questions asked under the Freedom of Information Act had not been answered.”They are hiding behind commercial sensitivities and the procurement process,” added Ms Stevenson, who said the group was considering a judicial review about the procedure.The council says the contract, including the Richmond Court facility, was awarded to Chester and District Housing and Forum Housing Association Ltd to improve homelessness services. The consultation process includes drop in sessions at Campbell Memorial Hall, Boughton, over the 12 week consultation period.Executive member for adult social care Cllr Brenda Dowding said: “It is essential that information about the services to be provided from the proposed centre should be fully explained.
